The exercise was attended and directed by Colonel Pham Minh Tri, Deputy Commander of the City Military Command and Standing Deputy Head of the Exercise Organising Board, together with the heads of the Staff, Political, and Logistics - Technical Departments of the City Military Command; leaders of the City Border Guard Command; members of the City Exercise Steering Committee; and representatives of agencies, units and leaders of communes and wards of Dong Nai City, who observed and exchanged experience.

The exercise aimed to comprehensively test the leadership and direction of the local Party committee and government in moving the locality into defence readiness states; the advisory capacity of the military, police, border guard post and local agencies in operating the mechanism "the Party leads, the government manages, and agencies and organisations advise and implement"; and to improve command and coordination between forces in handling defence and security situations, building an increasingly solid defensive area.

During the exercise, delegates observed the operation of the mechanism, including moving the locality into a state of defence emergency and placing the armed forces in combat readiness; a meeting of the Standing Board of the Commune Party Committee to issue a leadership resolution; and the Commune People's Committee deploying response measures, preparing and conducting combat in the defensive area.

The highlight was the live-force exercise: the commune police dispersed a demonstration and suppressed a riot, while the Commune Military Command, the Loc Thien Border Guard Post and other forces responded to an enemy attack on a target in the commune. The forces applied tactics flexibly, coordinated closely and handled the situations as planned, meeting technical, tactical and safety requirements.

Through the exercise, the local Party committee and government demonstrated their leadership and management roles; the Commune Military Command served well as the core advisory body on defence and coordinated effectively with other forces. The coordination mechanism operated smoothly, helping to improve leadership, command and the combat readiness of the local armed forces.

Reviewing the exercise, leaders of the City Military Command praised the sense of responsibility of the Loc Tan Commune Party committee, government and participating forces, and highly appreciated the careful preparation, the serious organisation and the completion of the whole programme.

They asked the commune to draw lessons, complete its documents and combat plans, train regularly, and improve training quality, advisory and command capacity and coordination between forces, contributing to an all-people national defence linked with a solid people's security posture, and maintaining political stability and social order in the border area.
